Collection not found missing as a retry reason

    Description

      There is a consistent failure on the KeyValueCollectionIntegrationTest on the usesCollectionNotFoundRetryReason . where the retry reason is COLLECTION_MAP_REFRESH_IN_PROGRESS, only.

      The test passes if you give it a longer timeout (~3s for me) as you get the retry reasons of [COLLECTION_MAP_REFRESH_IN_PROGRESS, COLLECTION_NOT_FOUND] as expected by the test. I suspect this is just a faulty test and not a bug, but will leave up to development to check.
