Add circuit breaker status to EndpointDiagnostics

Description

Suggested release note text:

Diagnostics for an endpoint now include the state of the endpoint's circuit breaker.

 

User would like a way to inspect circuit breaker status. Circuit breakers are scoped to endpoints, so the EndpointDiagnostics of a DiagnosticsResult might be the natural place for this info.
