dependency management to specify matching version of metrics-opentelemetry and tracing-opentelemetry for java-client

Such that when the java-client version gets bumped (for spring-data-couchbase, for example), the corresponding version of metrics-opentelemetry and tracing-opentelemetry will be used without explicitly bumping their version as well.
