Client should require collection names be qualified by scope

Currently the java dcp client allows one to pass in collection ids or collection names, which assumes collection names are globally unique. However, collection names are only unique per scope to the best of my knowledge. Therefore, the client should require a scope to be passed in with collection names, and error if no scope name is given.
