Transaction options objects are not strictly type-safe

    Description

      Due to TXNCXX-201, we had to implement a workaround for building transactions options objects, but this lead to not being able to consistently implement the type-safe marshalling used elsewhere. We should fix this once the underlying interfaces are converged between the c++ client and c++ transactions.
