Add Black Duck manifest file

The 4.2.8 release will statically link BoringSSL published prebuilds. We need to make sure we have updated our Black Duck process to include BoringSSL as a component. Since we compile BoringSSL from source and statically link we need to manually tell Black Duck about this dependency (hence adding the manifest file).
