Validate that LCB handles rate limiting on management requests.

The Node.js SDK performs management requests itself using the generic http interfaces of LCB. We assume that LCB handles all the 'generic' level errors that can occur, but if this is not the case then all management operations on the Node.js side will need to detect rate limiting errors and handle them.
