Global refresher does not honor the config poll interval

The global refresher which polls configs (gcccp) right now always polls every second instead of honoring the config poll interval (which the bucket refresher does correctly).

It's not harmful, just causes some network overhead and needs to be corrected to align the behavior with other SDKs.
