Don't poll for config when server supports config push

    Description

      The "faster failover" implementation in Java still polls, because we're not confident the JVM core-io library's config management implementation is reliable enough to handle all edge conditions without polling.

      At some point, we should rearchitect the config management code and remove polling altogether.
