Optimize outdated collection loading

Right now we update the full collection manifest when a collection is outdated. But if we know the collection name we can use the get collection id command to only check/update a singluar collection instead.

Also it looks like on a kv response the server tells us the manifest ID on outdated? Maybe we can derive more efficient logic from there as well.
