Add support for transactions with query

Description

The exact scope is still being pathfound but likely to include:

  • Ability to send to a particular query node (TargetedQueryRequest)

  • Retrying of "transaction buffer full" errors as a new retry reason

  • (Maybe) Allowing a null timeout for queries inside a transaction (query will ignore them anyway)
