Retry FTS queries when index creation is incomplete

    Description

      Immediately after an FTS index is created, the server responds to queries with a 400 HTTP status code and an error message containing one of:

      no planPIndexes for indexName
      		 
      pindex_consistency mismatched partition
      		 
      pindex not available

      Make these requests eligible for retry.
