Setup a Kubernetes cluster on vagrants and test the operator

Sindhu was having trouble with vagrants so it might be a good place to try and find issues. It looks like her cluster was under-provisioned which was the cause of the issues, but it would be good to understand the behavior of Kubernetes in this environment.
