Ignore DAC Permissions Errors

Some users are particularly paranoid – for good reason – about our good intentions   In particular within the DAC they don't want us to have read-only access to all secrets and storage classes.  We should allow permissions errors to be silently ignored when accessing these resources rather than classifying it as a hard error.  The end user will then be responsible for debugging any issues related to missing resources.
