cluster becomes unavailable if scaled up beyond memory limit

    Description

      1. Create 1 node cluster with 1 bucket of ram quota 128 mb, 1 replica and cluster quota 900 mb on minikube
      2. Increase the number of nodes in cluster to 2, 3 and 4 - until 4 everything is fine
      3. Increase to 5 - rebalance fails - unresolvable host error found in logs - eventually cluster becomes unreachable
