cbopcfg sets wrong namespace for the couchbase-backup role binding

AO is deployed in the namespace "test" with support for automated backup by executing:

./bin/cbopcfg -backup true --namespace test | kubectl create -n test -f -

However the  couchbase-backup role binding is still configured for the "default" and not the "test" namespace. As a result the backup lack permissions to perform a backup in the cluster.
