Arguments to cbopcfg are documented incorrectly

    Description

      Built master (b2994bca) and tried to follow current docs on setup. I see that cbopcfg now requires arguments, and in particular to the admission controller details on cluster level or namespace level.

      The docs say "--cluster" but the binary says "-cluster". Who is wrong?

      Also, isn't this an interface break? Tools now require more arguments to work like they did in the previous release. Thus, it doesn't really follow semver?
