1 Node cluster do not become balanced

    Description

      Running TestPodResourcesCannotBePlaced with 1 node minikube cluster causes the operator to show that the cluster is not balanced. However on a regular kubernetes cluster with 3 nodes, the same test shows the cluster as balanced.
