Documentation container

It might be worthwhile to consider providing a pre-build set of documentation all as a container serving it. This would be quite useful for air gaps for example plus also providing things like RC/beta candidates too. Customers can also deploy in proxied or custom environments, even within their own published pages for example too.

We already have the Antora solution to serve locally, can we just publish it as part of the build? It would make viewing changes and the like quite easy too - just run the built container up rather than have to use staging or look at Gerrit diffs.
