Allow wait for address timeout to be customized

    Description

      Currently the timeout is always 10 minutes.  Under normal circumstances the operator will just retry until Pods are reachable within the 10 minute window.  But if a Pod is never reachable within 10 minutes then scenarios like upgrade can loop forever.
