add force updates option for restore

    Description

      Currently the Couchbase backup restore resource is very limited in terms of options for cbbackupmgr restore.

      if a customer wants to use say --force-updates option, they cannot do it.

      Per discussion, we will not add everything (see discussion in K8S-1630), but will add force updates.
