Manually creating DAC fails with RunContainerError

Error: failed to create containerd task: failed to create shim: OCI runtime create failed: container_linux.go:380: starting container process caused: exec: "couchbase-operator-admission": executable file not found in $PATH: unknown 

This error isn't appearing with test automation, which seemingly uses the cao binary as I would manually, so there is a discrepancy somewhere. (This issue is also present if installing with helm).

This does not occur with build 265, but does occur with build 268 (there are no available builds on gitlab for 266 or 267), suggesting that it was caused by the Makefile changes in K8S-2478.
