Remove note on Operator Self-Certification Lifecycle

Maria Shodunke on the what's new page under Operator Self-Certification Lifecycle Tool (https://docs.couchbase.com/operator/current/whats-new.html#operator-self-certification-lifecycle-tool) we have a NOTE about Red Hat OpenShift not supported that needs to also exist on the main page (https://docs.couchbase.com/operator/current/concept-platform-certification.html)

Please remove the *NOTE from the What's New Page under Operator Self-Certification Lifecycle Tool (https://docs.couchbase.com/operator/current/whats-new.html#operator-self-certification-lifecycle-tool)
