    Description

      Some Autoscale tests are flaky due to: 

      context deadline exceeded: failed to wait for event

      Cause in function: wait_util.mustWaitForResourceEvent, wait_util.waitForResourceEvent

      Tests effected: TestAutoscaleDown; TestAutoscaleDownMandatoryMutualTLS; TestAutoscaleUp; TestAutoscaleUpMandatoryMutualTLS; TestAutoscaleMandatoryMaintenanceMode
