Cluster does not exist loop on 2.4.0-165

    Description

      When setting up a cluster for use in performance testing I am seeing the cluster loop indefinitely on:

      Cluster does not exist so the operator is attempting to create it

       

      timeout: required resource missing: persistent secret does not exist

       

       

      It seems like secret creation is fine, re-running the exact same deployment and setup but on build 151 completes successfully, only when moving to build 165 does this issue occur.
