Gracefully Handle Overlapping Backups

    Description

      It is possible for backup jobs to overlap, particularly if the previous job runs for longer than expected.

      We should make sure that the Operator Backup scripts are identifying this problem, logging it, and have some kind of (optional) retry strategy, before gracefully exiting.
