Updates to Bucket Storage Annotations

To prevent any unexpected rebalances, we should add the ability to enable/disable the Magma/Couchstore migration routines (and should probably have it disabled by default just to be safe).

We should also add a migration specific annotation to control the batch size, similar to spec.rollingUpgrade.maxUpgradable, to allow multiple nodes to be upgraded if resources allow.
