Using the otlp endpoint for CNG doesn't appear to be working

    Description

      When using the otlp endpoint in the metadata I am not seeing it get passed into CNG correctly.

      An easy way to verify this is to check the 4th line of the CNG logs on any node, which outputs the config including the otlpEndpoint which will be empty.

      I have also checked the oc describe command and do not see the otlp being passed in the arguments section for CNG
