Publishing Helm Chart

According to helm contributing guide we will need to get our charts into the incubator branch and then into stable.

The gist of it is we need to create a pull request into the helm/charts repo.  But before doing that the following tasks need to be done on our end:

• Add helm LICENSE
• Add helm README
  • This documentation is in gerrit review
  • http://review.couchbase.org/#/c/103860/
• Helm chart icon 
  • Square dimensions like 220x220 will be fine, but there's not requirement
• Put admission controller Dockerfile in a public repo
  • Contacted Ceej about this.  Says it's non-trivial but it can be done within 2-weeks

There is an open question as to whether our operator binary can actually be private.  I've asked around on slack but haven't got a response yet.
