Skip Server Group Autofailover Tests

Failover should be enabled for server groups only if three or more server groups have been established

This is failing consistently on AKS (as they only have two "zones").  t.Skip() this bad boy if fewer than 3 failure domains are specified.

Perhaps we should also consider telling the customer about this via the admission controller... or we could argue they should RTFM
