TestAddRemoveBucket doesn't properly create ephemeral buckets and fails

This test is currently skipped because it fails due to incorrectly creating ephemeral buckets. We should also test out each parameter in bucket creation at least once, but not have more that 10 buckets get created (This should cover each parameter). We can add a second test that tests out different bucket combinations in the future for added test coverage.
