UPR Issue:: Rebalance Fails after Failover of a node blocked due to firewall restrictions

UPR, 3.0.0-597, 64 vbuckets, 7 node cluster (10.6.2.144, 10.6.2.145, 10.6.2.146, 10.6.2.147, 10.6.2.148, 10.6.2.149, 10.6.2.150)

Cluster nodes::
1. Add 7 nodes to cluster
2. Create default bucket
3. Add 1000 items
4. Make a node unreable due to firewall restriction
5. Failover the node
6. Rebalance the node

Expectation:: The failover succeeds with rebalance

Observation: Failover happens but rebalance fails
