Failover message incorrect when node is down

I haven't tested many permutations of this, but I'm sure a code review will show why it's happening in at least a very simple case.

Setup:
-4 node cluster
-1 bucket
-stop service on one node
-press failover on that node in the UI

The message is very dire saying that all the data on that node has not been replicated even though it has. See the screenshot.
