[system tests]rebalance in stuck without data load and dgm

with my data load run I get resident ratio 0% when I do not expect this.

steps:

I used viber workload for 8 hours. Then I started rebalance in. it suck because resident ration for all buckets was ~0%. I've never reached the same resident ratio within such a short time. So, I've stopped rebalance, stopped dataload and set for all buckets " Don't retain metadata in memory for non-resident items". And I get resident ratio 100% ( I expected the same ratio(100) with default settings with my dataload). rerun rebalance but it but it still hangs

so, rebalance stuck without data load and dgm
