Warmup undershoots marginally when using full eviction policy compared to value eviction policy

    Description

      Steps to reproduce:
      0)set eviction policy to full eviction
      1)set mem_low_wat=40000000(40MB) using ns_server's REST api and restart node to warmup with this new setting.
      2)observe the following stats:
      memory:
      ep_mem_low_wat:40000000
      mem_used:39141824
      warmup:
      ep_warmup_key_count:58406
      ep_warmup_value_count:58406
      3)change the eviction policy to value eviction, this runs warmup again
      4)observe the following stats:
      memory:
      ep_mem_low_wat:40000000
      mem_used:39934976
      warmup:
      ep_warmup_key_count:99999
      ep_warmup_value_count:2
      5)It is seen that there is an undershoot of about 770KB in the case of full eviction. the KV pairs inserted are very small(~10bytes).
