Failure of Delta Recovery not observed with Rebalance of 1-in and 1-out

1. Create 3 node cluster
2. Add a bucket with 100 K items
3. Failover a node (hard/graceful) and add-back with delta recovery
4. Mark a node of removal
5. Add external node
6. Hit Rebalance

The rebalance proceeds and completes

Per expectations, rebalance should have failed during swap rebalance when we are doing delta recovery

Note that if we add or remove an extra node i.e. abs(nodes removed - nodes added) > 0, in this case delta recovery is failing with expected message
