[System test] Rebalance In fails with error "dcp_wait_for_data_move_failed"

1. Load 123M, 180M items on the buckets ( 70% and 30% dgm)
2. Run Access phase
3. Add 1 node and rebalance in — Rebalance fails, successive attempts to rebalance fail as well.
