UI: Fail Over & Remove Server buttons should be disabled for the last server in a multi-server cluster

    Description

      Using 1.6.0a-46...

      I clustered two servers, A & B and Rebalanced so both A & B are active.

      Then click Remove Server on server B.

      At this point, the Pending Rebalance badge counter correctly goes to "1" and server B correctly displays as Pending Remove.

      However, since Server A is the only remaining server that will be left in the Active Servers list, the Fail Over & Remove Server buttons next to server A should be grey'ed out.

      That is, we should never let a user remove or failover all servers and be left with zero servers.
