Fail over of a killed node puts it under pending rebalance

build: 1.6.0beta1rc1
Arch: CentOS 5.2 x86
Clsuter: 4 nodes

Create a 4 node cluster
Kill one of the nodes (ssh into it and "service northscale stop"
Click Failover on the node that is "Down"
The iphone thing on rebalance lights up with a "1"
The rebalance button becomes active
Clicking rebalance readds the dead server into the list, even though its still dead and ends up again in the "Down" state.
