Cluster has no active servers, servers in pending add state after adding -- setting up without sending/retrieving data

Created an attachment (id=290)
machine 1 log

1. install on machine1 and go through the setup wizard
(do not send data to servers yet)
2. install on machine2
3. in the setup wizard on the web for machine2, specify machine1's IP address to join its cluster
4. complete the wizard and view the servers tab on each of the machines

ACTUAL RESULT:
– active servers tab has a message, 'there are no servers pending rebalance'

– the pending rebalance tab shows that both servers are in a 'pending add' state
