    Description

      ns_server should send INIT_COMPLETE to memcached when it is done defining all users and buckets that should be present on the node during startup.

      memcached should only allow "admin" to log with SASL_AUTH until we've received this message. All other clients should receive an error message with NOT_INITIALIZED.
