[windows] Create index is hung in windows build

Tests against Couchbase server installed on windows with build http://latestbuilds.hq.couchbase.com/couchbase-server/sherlock/968/couchbase-server-enterprise_3.5.0-968-windows_amd64.exe are failing at index create step.

Index creation is hung. Indexer logs indicate an invalid adminport address:
