change to REST API causing failure (cluster configuration settings)

    Description

      the perfrunner install and create cluster which uses REST API fails for 3.5.0-1221
      (works for 3.5.0-1141). failure is after install, the started cb server fails to respond to REST api calls. it does however present itself at <host>:8091 as if manually installing and completes install. the REST based install is failing.

      believe QA changed its REST api settings, as they are using 1221 ... but its not obvious from their codebase what change was made.
