can't add a node to a cluster / ns_server max_restart_intensity reached.

    Description

      Created an attachment (id=331)
      log from the node in the cluster that i attempted to add the new host from.

      Have a cluster with 2 nodes.

      Attempted to add another node.

      Got back a message that says:

      Somebody else modified cluster configuration.
      Repeat rebalance after checking that changes.

      No one else modified my cluster configuration, and the host I was attempting to add isn't present, nor can I rebalance.

      moxi is no longer running on the server that I attempted to add. There is no corefile.
