Description
As discovered during testing of MB-13093, the TCMalloc aggressive_decommit setting, while reducing memory usage has a significant reduction (~2x) in op/s performance.
While this setting isn't applicable to Linux anymore (as we use jemalloc), TCMalloc is still used on Windows. We should therefore revert to the same setting as per 3.0.
