ns_server becomes unresponsive after failure in PUT ddocs

dev box

On a single node cluster with all services and default bucket

Try creating the following:

CREATE INDEX simple_index_3 ON default(join_yr > 1999) ;

Does not return with an error, just hangs

Note that we do not expect expression based index creation for views
