query with 2i and request plus doesn't return all rows after multiple writes

    Description

      Tested on build 1817

      Inserted 30 docs using java sdk
      Querying with scan consistency request plus results in 26 docs
      Later querying on cbq shows 30 docs

      Index was created and online for some time before this test. The last two scan ids relate to these calls.
      Logging cbq is not feasible as the client doesn't connect to it once started manually.
