    Description

      view state should be similar to 2i state. the penciled in suggestion here is to reflect the following states.
      offline meaning the view isn't accessible and needs to be built.
      error meaning the view isn't accessible and is not being built.
      pending meaning the view isn't accessible and is being built.
      online meaning the view is accessible and usable for queries

      the state should be exposed in the UI and REST/CLI as well as in system:indexes in N1QL.
