XDCR: "Failed to send" UI error doesn't provide guidance

Build 1953 - My XDCR encountered the following error:

Whilst this is useful to let the user know that something is wrong - there is nothing they can do with the information. The error message should include guidance as to what to do. I'm not sure what the right course of action is for this particular message but we should inform the user what they need to do. Some appropriate actions may be e.g.

• Pause the replication stream and start it again
• Delete the replication stream and recreate it from scratch
• Touch the affected document to cause it to be resent
• Check the networking between the nodes
• Visit this page in our documentation
• Contact support
