[sanity] GSI CreatePrimaryIndex() - cause: Fails to create index. There is no available index service that can process this request at this time. Index Service can be in bootstrap, recovery, or non-reachable.

    Description

      1. setup cluster
      2. create gsi primary index
      RUN QUERY CREATE PRIMARY INDEX ON default USING GSI

      test to repro:
      ./testrunner -i fournode.ini -t tuqquery.tuq_index.QueriesViewsTests.test_primary_create_delete_index,doc-per-day=2,primary_indx_type=GSI,reload_data=False,force_clean=True,nodes_init=1

      This test ran clean until the last few builds.

      This issue has been reported earlier on 2i bugs, but has been intermittent.
      It looks more pronounced with the current runs/setup.

      I can leave the setup as is , if Dev needs to check the env. ( for the next 1-2hours)
